Paul Hoppe started his career in 1991 as a deputy with the Hennepin County Sheriff’s Office in Minneapolis.  Assigned to the jail division, he learned firsthand experience working in a detention jail facility, courts, and inmate transportation.  Paul was hired the following year by Washington County Sheriff Jim Trudeau as a deputy and had the privilege of serving the County assigned to the Water Patrol, Commercial Vehicles, and Snowmobile enforcement.

Paul’s career development led him to the City of Oak Park Heights where he served the community for over 16 years, leading the patrol division as a Police Sergeant.  Working closely with the community, businesses, and neighboring Law Enforcement Agencies shaped his inclusive leadership style.  As an entreperneur, Paul started a small business which he owned and operated for more than 14 years; a unique opportunity to learn the technical skills of human resources, strategic planning, budgeting and customer service. A unique experience that developed a clear understanding of the importance of establishing partnerships between businesses and public safety.  

In 2009 Paul was hired by the City of Wyoming as their Police Chief, Paul's diversity, leadership, and innovation would be critical.  Chief Hoppe's leadership helped shape and enhance the Wyoming Police Department into one of the most progressive and innovative Police Departments in Minnesota. In 2017 the Minnesota Chief's of Police Association recognized the Wyoming Police Department with the “Excellence in Innovation Awardfor the Department's work in leveraging social media and community engagement.  Chief Hoppe currently teaches community engagement and social media classes to other agencies across the state of Minnesota. 

The diversity in Chief Hoppe's leadership expands into a comprehensive understanding of modern law enforcement technology.  Leading an implementation team, Chief Hoppe was instrumental in the implementation of a new county wide, state of the art records management system.  Leading a team of talented Law Enforcement, IT and software programmers Chief Hoppe dedicated his time, experience, and comprehensive knowledge to ensuring a complex technology upgrade was implemented timely and effectively for the benefit of all Public Safety providers in Chisago County.  The new state of the art Records Management System serves as the backbone to a modern philosophy of Intelligence Based Policing which Chief Hoppe has implemented in his management practices in Wyoming. 

Based on Chief Hoppe’s sound management and visionary leadership, Paul's responsibilities were expanded to include leading the Wyoming Fire Department and the role of Emergency Manager.  As Public Safety Director, Chief Hoppe works closely with Police, Fire and Emergency Management. Paul utlitlizes his unique experiences and effective leadership style to enhance and progress all Public Safety services for the benefit of the citizens of Wyoming; while balancing cost-efficient strategies with a commitment to the community for exceptional services.  Chief Hoppe's balanced, diverse, and visionary leadership has resulted in effective and cohesive global Public Safety Services. 

Chief Hoppe is a graduate of the FBI National Academy, holds a Master’s Degree in Police Administration and Leadership from the University of St. Thomas, a Bachelor Degree in Criminal Justice from Metropolitan State University, and an Associates Degree from Lakewood Community College in Law Enforcement. A life-long learner, Chief Hoppe understands the importance of continued education in professional development.
